Expanded Definition
John Bogle is a leading advocate of index funds. He often points out that index funds often out-perform managed funds, and they do it at lower cost in terms of expense ratio to the investor.
He also has critisized the outsized management fees paid or expense ratios charged by the largest mutual funds. As funds grow, they should become more efficient and be able to reduce their expense ratios compared to smaller competitors. But many do not. They keep the funds and squander them according to Bogle.
